    Legitimate Online Casinos in Pennsylvania

Looking for legitimate online casinos? Pennsylvania online casinos are now legal.

The bill was signed by Pennsylvania Governor Tom Wolf on Oct. 30, 2017, making Pennsylvania online gambling legal.

In order for online casinos to operate legally, gambling sites need to obtain a license. The first list of licenses was offered to the 12 existing land-based and racetrack casinos.

Even though Pennsylvania online casinos have only been available at land-based sites regionally, a handful of them have experience with the advanced technology or have operated online in other states where online gambling PA was legalized earlier.

By collaborating with global giants like FanDuel or 888, the casinos can expand their reach in the market in no time, because of the high-quality platforms.

In Pennsylvania, there are these 12 online casinos that have obtained licenses to operate and are legal.

    Regulating PA Online Casinos

    Pennsylvania Gaming Control Board

Licenses are distributed by these bodies to ensure fairness, and protection of players, and to keep a track of the casino's operations. This means that a player can file a complaint to the regulatory body, which was established to protect players’ rights.

    The Path To Online Gambling

The legalization of Pennsylvania online gambling started with PA House Bill 271, which was approved by the PA Senate (31-19) on October 25, 2017, and later by the PA House of Representatives (109-72) on October 26, 2017. Governor Tom Wolf signed the bill into law on October 30, 2017.

Pennsylvania’s House and Senate projected a possible revenue of more than $200 million during this current financial year to be generated via Pennsylvania online casinos. The bulk of that revenue was expected to return from online poker and gambling. The understanding that the state’s House and Senate operated under was that a limited number of licenses of $10 million would be assigned to interested operators, allowing online slot machines, poker, and table games to be made available to PA residents.

Aside from the $10 million license fee for all three gaming verticals, the state is predicted to supply six licenses allowing access to 2 verticals each for $4 million. There's also a $1 million fee for a platform provider license with sixteen expected to be distributed.

The exorbitant sums for the aforementioned licenses have likely contributed to why Pennsylvania online casino gaming has been slow to roll; it’s somewhat cost-prohibitive.

    Future of Pennsylvania Online Casinos

Advances in mobile technology present some of the most exciting possibilities for the future of Pennsylvania online gambling, with apps being a big part of that future.

Not long ago, we couldn’t even access Pennsylvania online casino games on our smartphones or tablets, now there’s a huge range of mobile games available, including pokies, blackjack, roulette, video poker and even live dealer games. As new trends and new technologies make their way to the market, the online casino industry is keeping its fingers on the pulse so as to not miss a beat, enabling punters to enjoy the best that current advances have to offer.

Looking forward, the future of online gambling apps looks incredibly promising.

Pennsylvania Online Gambling: How to Choose an Online Casino

Can’t decide which Pennsylvania online casino you should bet at? Too many options?

We’ve got some tips on how to choose the best Pennsylvania online gambling sites. From online casinos with the best payouts, user experience, and reviews, to the sites with the best PA online casino bonuses, we’ve got you covered.

Best Paying Online Casinos in Pennsylvania

Let’s talk turkey: when it comes to choosing an online casino anywhere, payouts matter. You want to choose the best-paying online casinos in Pennsylvania — in addition to the ones with the best welcome bonuses and promos.

The good news is that we here at OddsSeeker take into account payouts and win percentages when reviewing online casinos. All of the casinos on our list offer fair payouts in addition to generous welcome bonuses.

    Pennsylvania Online Casino Reviews

Before accepting a Pennsylvania online casino bonus, you’ll want to check out each casino’s reviews. But even sifting through reviews can be a challenge sometimes.

We sort through online casino reviews and try out each platform ourselves, so we know what you can expect before depositing any of your hard-earned cash. We try out each website to get an idea of its user experience, and we sort through Apple Store and Google Play reviews to ensure the online casino’s app is as responsive as its website.

Looking for online casinos in New Jersey or online casinos in Michigan? We've got you covered!

new pa online casino real money

    Frank’s Take

Sure, we could summarize Pennsylvania online casino reviews, but what would be the fun in that? We know it’s not terribly difficult to scan online reviews on the Google Play Store and Apple Store.

That’s why our team includes Frank Weber, a sports and gaming writer with a Bachelor's Degree in Journalism and years of experience in the gambling world.

Frank is familiar with what makes a great online casino site — and he’s not afraid to give us his honest take. Every online casino review includes “Frank’s Take”, an honest user review of each online casino site.

    User Experience

Yes, the most important part of gambling is the payouts. But that doesn’t mean you can’t enjoy the ride on your way to victory.

Gambling isn’t all about just winning and losing. It’s also about enjoying a great experience online.

How easy is it to find the online casino games you love? Does each online casino update its list of games regularly? Is the interface easy on the eyes, or are there too many flashy graphics and obnoxious sounds?

We’d argue that user experience is one of the most important factors in choosing an online casino. We check out each online casino’s user experience so you can spend more of your time doing what you love — playing online casino games.

    Apple Store/Google Play Reviews

Though it’s not difficult to check out the star rating of an app in the Apple Store or Google Play Store, it’s not as easy to sift through thousands of online casino app reviews.

We take the time to check out each online casino app’s reviews and get to the bottom of why each app gets its ratings.

How easy is it to contact customer service? Are Pennsylvania online casino bonuses paid out honestly? What are the wagering requirements of each online casino?

We find that many of the common complaints of some of the best Pennsylvania online casinos are the result of players failing to read the terms and conditions of bonuses or failing to satisfy wagering requirements.

That’s why we always try to let you know if you should read the terms and conditions of welcome bonuses more closely; if we find too many one-star reviews related to welcome bonus payouts, usually this is the case.

    Pennsylvania Online Casino Bonuses

    Pennsylvania No Deposit Bonus Code

Just make sure to satisfy all the wagering requirements before cashing out your winnings or claiming a deal.

    Pennsylvania Free Bets/Spins

Another popular welcome bonus is the Pennsylvania free bets and free spins. These are also commonly offered as ongoing promos to loyal players who log into their accounts regularly.

This Pennsylvania online casino bonus is exactly what it sounds like: get free bets, plays, or slot machine “spins” with your welcome bonus.

These bonuses are a great way to familiarize yourself with a Pennsylvania online gambling site or try out new games.

    VIP Casino Reward Programs

VIP casino rewards programs are also a great way to take advantage of ongoing promos at Pennsylvania online casinos.

When you register for an online casino account, you should also be automatically registered for the VIP casino rewards program, too.

While not every Pennsylvania online casino runs these programs the same way, they’re operated similarly. To get the most out of a VIP casino rewards program simply:

    1. Sign up for an account

    2. Make a qualifying number of bets each month

    3. Rack up VIP casino rewards program points

    4. Reach monthly tier levels

    5. Cash out your rewards points for free plays or other prizes

    Online Casino Wagering Requirements

All Pennsylvania online casinos set wagering requirements for their bonus promos. These can usually be found in the Pennsylvania online casino bonus terms and conditions.

Wagering requirements are the amount of money you’ll need to spend before cashing out any winnings made with bonus funds.

For example, if an online casino’s wagering requirements were 10-times the amount of the bonus money (and the bonus was for $10), you’d need to bet $100 to be able to cash out winnings made with bonus funds.

Some online casinos require you to satisfy wagering requirements before withdrawing your own holdings.

We take wagering requirements into consideration in our reviews. But we also encourage players to do their own research and read the terms and conditions of each Pennsylvania online casino bonus before accepting the deal or cashing out winnings.

Best Online Casino Games in Pennsylvania

Let’s get down to business: the real fun is in the games, right? The best casinos PA online casino games can be found at the casinos we recommend — right here at OddsSeeker.

Some of the most common online casino games include slot machines, table games, poker, blackjack, roulette, and live dealer games.

    Slot Games Online

Slot games online work similarly to slot machines you’d find on a casino floor. The biggest difference? You don’t need to travel to a land-based casino to play them!

Some of our favorite online casino games in Pennsylvania are slots.

The concept is super simple. Choose a slot machine from the online casino lobby or search for one on the menu. Follow the instructions to “spin” the wheel and see your results.

Each online slot machine has a different payout percentage. The payouts can range between about 75% and 99% — depending on the type of game.

    Online Casino Table Games

Yes, we love slots. But we also love online casino table games at Pennsylvania online casinos, too! In fact, we honestly would get a little bored if we were simply pushing a button over and over all day at a slot machine.

When we need a challenge, we head over to the online casino table games. Just some of the most popular table games include poker, blackjack, roulette, and live dealer casino games.

    Online Poker

Online poker is one of our favorite games on a virtual casino floor. These games work similarly to poker games at land-based casinos. Yet instead of playing with other real people all the time, you’re often playing against a computer.

Online poker allows you to take your time playing cards and placing bets. You also can’t easily read if anyone is bluffing — but neither can the other players!

You’ll find a large selection of online poker games at most Pennsylvania online casinos. In fact, we usually rate online casinos with a good selection of poker games a bit higher than the ones that don’t specialize in this popular casino game.

    Online Blackjack

Online blackjack is one of the most popular casino games! You’ll find free online blackjack and blackjack for real money.

The online version of this game is similar to the one you’d find on a casino floor. Get as close as you can to 21 without going over.

Online blackjack is available as an online casino game (play against the computer), or you can even play live blackjack with other players and a real dealer. Some online Pennsylvania casinos even offer first-person blackjack.

Looking for blackjack online free? Check out social casinos!

    Online Roulette

While online roulette options aren’t as plentiful as other online casino games, you’ll find the roulette niche if this happens to be your game.

Roulette is available at most of the largest online casinos. Medium-sized online casinos, such as PlayLive! online casinos PA specialize in roulette games.

Choose your number and color and place your bets! You’ll find the following types of roulette at online casinos in PA:

    • American Roulette
    • Double Ball Roulette
    • European Roulette
    • Mini Roulette
    • Multi-Wheel Roulette
    • Rapid Roulette
    • Video Roulette

    Live Dealer Casino Games

One way that Pennsylvania online casinos have stepped up their online experience is by offering live dealer casino games. If you’re looking for a live casino online PA, you’re in the right spot.

These games offer all the fun of a live game — right from the comfort of your home, office, or really anywhere you want to be.

Live dealer casino games are played similarly to games you’d find on a casino floor. The dealer is streamed online and will speak into a microphone. You’ll communicate with the dealer by typing into a chat box.

All games are played live, so you’ll feel as though you’re right there in the casino.

    Online Casino Apps

Nearly every online PA casino offers two ways to play: browser or online casino app.

PA online casino apps were created to offer a seamless user experience. Place bets, deposit money, and withdraw winnings — all at the touch of a button.

You can find all your favorite games easier in the app than on your browser because you can save your settings, including your favorite games, bet types, and more.

We rate online casino Pennsylvania based on both the platform’s browser and online casino app experience. If the online casino app experience is important to you, scroll through our reviews to find out how the best online casinos stack up.

    Mobile Casino Sites

If you’d rather play online casino games on your browser (whether it’s your laptop, phone, desktop, or tablet browser), we’ve got you covered, too.

All major online casinos offer the option to play games on your browser in addition to an app.

Simply log onto the online PA casino’s site, and find all your favorite games online. You can make deposits and withdrawals, find your favorite games, and play online casino games — just as you would in the app. Only without downloading an app onto your device.

We consider mobile site user experience (including site speed, ease of sorting games, and colors and sounds) in our reviews, too.

    Online Casino Safety

How safe and secure are these games? Does the Pennsylvania online casino have a proper license? What are all the regulatory methods?

    Security, Data Protection & Encryption

Today there are a variety of Pennsylvania mobile casinos wherein you earn real cash. Most provide a user-friendly, easy, and interactive experience.

Online casino apps also offer secure online payments, such as credit cards, debit cards, e-checks, PayPal, Skrill, and more.

These apps are compatible with nearly all the devices such as iPhones, iPads, and Androids.

The best part about mobile gaming is that the user has the freedom to play anywhere and at any time. yet, not every app offers the same great experience.

Who Can Play At PA Online Casinos?

In order to be able to gamble at an online casino Pennsylvania, you must:

    • Be 21 years or older
    • Be physically located in the state of Pennsylvania
    • Not be on a self or forced exclusion list from the PGCB
    • Not be located in a casino while playing online PA casino games

When creating an account, you’ll be asked to enter your name, address, and other identifying information (such as your driver's license or social security number). You’ll also need to download geo-tracking information.

This is to confirm your identity and that you’re physically located within the state when you place your bets.

    Pennsylvania Online Casino Tax Rates

One of the major reasons behind the launch of PA online gambling delay was the soaring tax rates. Online slots, for example, are taxed at a rate of 54%, which leaves little margin for operators.

Online casinos are taxed at the following rates in PA:

    Table games: 16%

    Online poker: 16%

    Online slots: 54%

    Sports betting: 36%

    Daily fantasy: 15%

Note that these Pennsylvania online casino tax rates are for the operators, not the players. These are the taxes casinos have to pay on their revenue for each of these types of games.

Online slots have a high winning success rate for casinos, so operators must pay the maximum amount of tax on these games. This is the largest source of revenue for both physical and online casinos, and that's why the state wants its cut.

Looking for free slots online? Check out 18 and up casinos and social online casinos.

Table games have lesser margins, so the price paid by the operators is comparatively low.

    Online Casino Withdrawals and Payments

Another factor we take into consideration in our Pennsylvania online casino reviews? Payment and withdrawal options.

Which types of payments a casino accepts and how it handles online casino withdrawals matters. If depositing funds into your account or withdrawing your winnings aren’t convenient, gameplay will be more difficult.

    Play+ Card

Possibly one of the most popular online casino withdrawal and payment methods is the Play+ card. Most of the major Pennsylvania online casinos accept Play+ cards as both a payment and withdrawal method.

You’ll need to order your Play+ card online before you can use it.

Once you receive it in the mail, you can use it as you would a prepaid credit card. Deposit funds onto your card electronically or add funds at an ATM. Then, transfer those funds to your online casino account.

When it’s time to cash out your winnings, you won’t need to wait to do so (unlike most other withdrawal methods). Simply transfer your winnings to your Play+ card, and you’ll be able to use the card at major retailers or withdraw funds at an ATM (fees may apply).

Another popular online casino withdrawal and payment method is digital wallets, such as PayPal.

PayPal online casinos are becoming more and more prevalent, as PayPal is an easy way to pay for goods and services online.

Since some banks won’t do business with casinos, PayPal is a way to bypass these rules. Simply transfer funds from your bank account to your PayPal account; then, you can deposit those funds into your online casino account.

Many online casinos also allow you to withdraw funds using PayPal, too. The only downside is that you may need to wait several business days to transfer funds from your casino account to your PayPal account and then up to several more business days to transfer funds from PayPal to your bank account.

You can also use your PayPal funds to make purchases online (and in some retail stores).

PayNearMe is another payment processing service that’s popular in the online casino industry.

If you want to pay with cash (but don’t live close enough to a land-based casino with a cage that accepts payments), you can always take cash to the closest PayNearMe retail location. (Popular retailers include 7-Eleven and CVS).

Fill out the form, hand the cash to the cashier, and deposit cash into your casino account. Funds should be available within 30 minutes. You may not withdraw online casino funds using PayNearMe.

PayNearMe also charges a small fee (up to $5.99 per deposit), and you can only deposit up to $500 a day.

This payment processor accepts debit, credit, ACH, cash, Apple Pay, and Google Pay.

    Wire Transfer

Want to transfer money into your online casino account? A wire transfer may be the easiest way to do so!

All you need to do is add your banking account and routing numbers to the appropriate payment forms in your Pennsylvania online casino account. You can transfer money into your casino account for practically immediate use.

Withdrawing funds takes a little bit longer, but that’s common in the world of online casinos.

You may also need to pay a fee associated with a wire transfer.

    ACH/Bank Transfer

Another way to transfer money from your bank account to your online casino account is by ACH bank transfer.

Similar to a wire transfer, you’ll transfer your money from your bank to your online casino account. Yet, with an ACH transfer, your money will be held in a clearing house before hitting your online casino account.

ACH payments may take longer to become available for betting in your casino account, but they’re considered more secure and are a less-expensive option than a direct wire transfer.

    Debit/Credit Cards

Want to make a payment by debit or credit card? No problem! As long as your card has the Visa or MasterCard logo, you’re probably good to go.

Many online casinos also accept Discover and AMEX, too.

Some banks won’t do business with online casinos, so you’ll need to check with your band directly if there’s a problem make a deposit or withdrawal from your online casino account. If this is the case, you may be able to transfer funds into your online casino account using a payment processor, such as PayPal or PayNearMe.

Neteller is an e-money transfer service that allows you to withdraw and deposit funds in your online casino account. Just another digital wallet on this list, you can use the Net+ card at popular retailers (similar to the Play+ card) or transfer money directly into your bank account.

Yes, some online casinos still accept paper checks as a form of payment! Many of the largest online casinos accept paper checks — but this form of payment isn’t always the most convenient.

It can take up to two weeks for the online casino to receive and process your paper check (and wait for the check to clear). It can take equally long (if not longer) for withdrawals to be processed.

Yet, this form of payment is still an option. We only recommend using it if it’s your only option.

    Cash at Casino Cage

If you live near an online casino’s land-based affiliate, you may be able to make deposits and withdrawals at the casino cage.

Many online casinos allow you to pay cash (or withdraw it) and their land-based affiliates. While it’s nice to get cash right away, this isn’t always the most convenient option. Unless you live close to the Pennsylvania online casino land-based affiliate, you may end up driving hours each way to collect your winnings or deposit your funds.

If you’re planning on heading to the casino floor anyway to place some bets, you could always swing by the casino cage to withdraw your winnings.

We recommend checking with the online casino before driving down to the land-based affiliate’s location to ensure you can make a deposit or withdrawal at the casino cage.

    Online Casino Customer Service

We also rate Pennsylvania online casinos based on each platform’s customer service options. All online casinos should offer a few ways to contact customer service, should any issues arise. And they are in fact required by law to do so.

If you’re looking for the best casino in Pennsylvania, you should consider customer service before opening an account.

Some of the most common ways to get your questions answered include phone, email, online chat, FAQ pages, and social media messaging services.

One of the most convenient ways to contact online casino customer service is by phone. Some of the largest online casinos, such as BetMGM, DraftKings, Fanduel, Caesars, WynnBET, and others, allow customers to contact customer service by phone.

Most online casinos don’t offer 24/7 customer service by phone, but business hours are usually substantial.

If you need to physically speak with another human, this is the best option — though wait times to talk to a representative may vary.

Nearly every online casino we review (or at least more than half of them) lists a customer service email address.

Like with phone customer service, it’s possible to connect with another human (though by email instead of phone) during normal business hours. The downside to email customer service is that it may take several hours to get a response. You also might need to email back and forth a few times (waiting up to a few hours with each response) to hear back.

For these reasons, we don’t recommend using email customer service if you need an immediate response (and if there are other channels with which to reach customer service).

    Online Chat

Online chat is another popular way to contact Pennsylvania online casino customer service. Similar to phone service, all you need to do is wait in a (usually) short queue to chat with an associate.

Most online casinos offer online chat through their mobile apps and online browsers.

Simply push the help button and choose “online chat” to enter a virtual queue and wait in “line” for the next rep.

Again, these services are usually only offered during normal business hours, but some online casinos allow you to chat with associates 24/7.

    FAQ Pages

FAQ pages are another resource where you’ll find answers to your online casino questions. Most online casinos post FAQ pages, filled with the most common questions asked by players.

If you have a question, it’s not a bad idea to check the FAQ page before contacting customer service. Your question could be simply answered; if so, there would be no need to waste your time emailing, calling, or chatting with customer service.

    Social Media

If all else fails, you may want to contact a representative from the online casino on its social media pages.

When you “complain” on an online forum, there’s a good chance you may get a relatively speedy response, as your question will be visible to all of the online casino’s customers.

Someone from the online casino may reach out directly, or your question could be answered right on the social media page comments — or through the chat function.

    Online Casino Safety

It also has amassed an amazing collection of games in that time, including poker, slot machines, and live dealer games.

Unibet is one of our favorite Pennsylvania online casinos (and no, we don’t say that about every online casino in Pennsylvania!). It offers such a long list of casino games, game selection is reason enough to spend your money here. Since the company was established in the 90s, it also has one of the largest selections of live dealer games out there.

    Online Casino Safety

Unibet is regulated by the PA Gaming Control Board. We’ve found Unibet to be a trustworthy platform. Since it hails from Europe (where online security restrictions are more stringent), its online security is more streamlined than even some U.S. sites.

    6. BetMGM

If you aren’t familiar with the MGM name, are you even familiar with casinos? BetMGM is possibly one of the largest PA online casino brands in the U.S. (and Canada). It has been operating land-based casinos since 1983 (and producing movies before “talkies”).

    PA Online Casino Bonus

BetMGM is offering a no deposit bonus of up to $25 FREE and a first deposit bonus of up to $1,000 FREE just by using the OddsSeeker link and the bonus code ODDSSEEKER. This deal is only good on your first deposit, so make that deposit wisely!

It offers one of the best websites and apps out there, both of which are easy to navigate. Betting is made super simple, and this platform’s customer service team is one of the best in the biz.

According to the BetMGM website, “BetMGM uses advanced systems to ensure a high level of privacy and confidentiality, and to avoid interception or alteration of your information during transmission.”

    7. DraftKings

DraftKings is another online sportsbook that has been making its way into Pennsylvania online casino territory! Fanduel’s biggest competitor (and the PA online casino platform that is most similar to Fanduel) DraftKings was founded back in 2012. It’s currently licensed and operating in eight countries and is one of the largest online casino and sportsbook platforms in the U.S.

    PA Online Casino Bonus

Looking for a DraftKings bonus code? DraftKings is offering a whopping first deposit bonus of up to $2,000 FREE just by using the OddsSeeker link. It’s also offering a FREE $50 bonus when you take advantage of the first deposit match. This deal is only good on your first deposit, so make that deposit wisely!

    Online Casino App/User Experience

Both the desktop site and app are easy to navigate and easy on the eyes. We had no issues spending hours on this site without feeling overwhelmed by graphics or flashy Javascript.

The drop-down menu is easy to read, and you’ll find your favorite games and bet types easily.

DraftKings also sends payouts very quickly — we received all payouts in less than 24 hours. If you need to contact customer service you’ll get a response right away or the problem solved in a decent time frame.

    Online Casino Safety

DraftKings is regulated by the PA Gaming Control Board. This brand name has been around the block a few times (since 2012 to be exact), so any kinks or issues have been worked out. They have partnered with professional sports teams and players. This site is as far as you can get from “sketchy”.

    8. PokerStars

PokerStars has made a name for itself as one of the few online poker rooms in the U.S. As its name suggests, poker is its specialty. Yet, the site has expanded over the years to include a long list of casino games (not just poker)! You’ll also find slots, blackjack, and roulette here in addition to video poker and other casino-style games.

    PA Online Casino Bonus

PokerStars is offering a bet & get bonus just by using the OddsSeeker link: Bet $1 and $50 FREE!

    Online Casino App/User Experience

PokerStars has one of the best online poker experiences. This is as close to the “real” thing that you can get online. While we think the graphics could be better (a technology upgrade could really set this site over the edge), the site is well organized overall. Its customer service could be better (many PokerStars reviewers complained about lack of response), but its payouts are fast and seamless.

    Online Casino Safety

PokerStars is regulated by the PA Gaming Control Board. This online poker room cares about the safety of its customers and limits players to top-up limits of 15,000 chips every four hours to prevent problem gambling. It also is a PayPal online casino, so you know your payments will be handled in accordance to PayPal guidelines.

    9. Stardust Casino

Stardust Casino has been in the land-based casino business since the 1950s! It was the largest resort in Las Vegas when it opened, and now it offers all that glitz and glamour of the Vegas Strip — right in your living room.

    PA Online Casino Bonus

Stardust Casino is offering a risk-free bet of up to $200 for the first 24 hours to OddsSeeker readers just for signing up after clicking our link. This deal is only good for 24 hours after creating your account, so make that bet wisely!

    Online Casino App/User Experience

Stardust Casino’s menu is pretty straightforward. Yet, it might be a little too simplistic for our tastes. You can choose between table games, promotions, live casinos, jackpots, and more from its main header menu, but we couldn’t find a way to sort options by payouts or other factors. You can search for a game if you know its name.

    Online Casino Safety

Stardust Casino is regulated by the PA Gaming Control Board. As an online gambling PA platform, Stardust is a relatively new online casino, compared to some of its competitors. Yet since this PA online gambling platform is backed by the Stardust name, there’s no need to worry about the legitimacy of this site.

    10. Hollywood Casino

Hollywood Casino’s land-based locations are widely recognized throughout the U.S. The Hollywood Casino at Penn National Race Course opened in 1972, and its Pennsylvania online gambling platform was launched in 2019. This Pennsylvania online casino specializes in online slots and table games.

    PA Online Casino Bonus

The Hollywood Casino is offering a no deposit bonus of up to $10 FREE and a first deposit bonus of up to $251 FREE just by using the OddsSeeker link. This deal is only good on your first deposit, so make that deposit wisely!

    Online Casino App/User Experience

Hollywood Casino’s website is easy on the eyes and equally easy to navigate. You can find all its games organized under game type. As with many online casinos, there aren’t very many filter options, though you can search for games by name. Hollywood Casino reviewers have mentioned there are a few glitches with the site, as there were a few location issues as well as download speed issues.

    Online Casino Safety

The Hollywood Casino is regulated by the PA Gaming Control Board. Its parent company Penn National Gaming has operated in Pennsylvania since the 1970s. You won’t need to worry about getting ghosted for payouts here, thanks to PA state laws regarding fair online gambling PA practices.

    Pennsylvania Online Casino Legal Information

Pennsylvania passed a bill introducing online gambling and daily fantasy sports to the state on October 30, 2017. The new regulations gave Pennsylvania Online Casinos permission to offer sports betting as soon as the Supreme Court ruled on this matter. Then the Supreme Court declared the federal ban on sports betting unconstitutional on May 14, 2018, overturning the Professional and Amateur Sports Protection Act of 1992.

This led the Keystone State to become the fourth state to legalize online gambling. The local iGaming industry is expected to surpass that of Nevada, New Jersey, or Delaware due to Pennsylvania’s large population which is almost at 13 million. This is much higher as compared to nine million in NJ or three million in NV. Pennsylvania already has a well-established land-based gambling industry, which is second only to Nevada in its size. In 2017, the combined revenue of all Pennsylvania-based casinos exceeded $3,000,000.

On that historic day of October 30, 2017, a victory for online gambling was marked. It was on that day that Pennsylvania Governor Tom Wolf signed an omnibus gaming expansion bill, HB 271, into law.

Inside the provisions of HB 271

HB 271 is a comprehensive bill that underwent many revisions, with the final version clocking in at over 900 pages. We’ve dissected the bill, and pulled the important parts relevant to those interested in the online gambling provisions.

    • Legalizes online poker, slots, and table games.
    • 12 total licenses available, one for each of the state’s 12 land-based casinos. Each license is broken down into three categories: poker, slots, and table games
    • For the first 90 days of the licensing period, casinos can apply for a collective license covering all three verticals for $10 million.
    • After 90 days, casinos will be allowed to apply for an individual segment of a license for $4 million a pop.
    • After 120 days, any unclaimed licenses can be purchased by qualified entities that aren’t PA land-based casinos. The cost per segment is $4 million.
    • Vendor licenses will cost $1 million.
    • The tax rate on online poker and table games is set at 14% of gross gaming revenue with an additional 2% allocated for a local share assessment. The slot rate is a hefty 52%, also with an added 2% reserved for the local share.

In addition to online gambling, HB 271 legalizes the following:

    • Video gaming terminals (VGTs) at truck stops
    • Online lottery
    • Daily fantasy sports
    • The construction of up to 10 Category 4 (satellite) casinos.
    • Sports betting, pending the federal law that currently prohibits sports betting in most states, is overturned.

    Statutory and Regulatory Structure

    Location of Operators and Equipment

The law requires that all interactive gaming devices and associated equipment be located: i) in an interactive gaming restricted area on the premises of the licensed facility; ii) in an interactive gaming restricted area within the geographic limits of the county in Pennsylvania where the licensed facility is located; or iii) in any other area approved by the Board.

    Location of Patrons

Pennsylvania law states that all wagers made through interactive gaming are deemed to be initiated, received, or otherwise made within the geographic boundaries of the Commonwealth. Wagers are deemed to be placed by the interactive gaming certificate holder.

    Patron Accounts

Players must first register for and establish an interactive gaming account before playing a game or placing a wager. The interactive gaming account must have the ability to verify the player’s age, identity, and physical address to ensure compliance with the Act. Persons excluded from registering for or maintaining an account include those under the age of 21, those on any self-exclusion or rejection list, and those who are gaming employees, key employees, or principal employees of a slot machine licensee or interactive gaming operator.

    Pennsylvania Sports Betting

Online sports betting in Pennsylvania became legal as soon as the Supreme Court struck down the PASPA federal ban because local regulators signed the relevant bill in advance of this ruling. Every entity that holds a casino license for slots can apply for a sports wagering certificate, which means that 11 of the 13 local gambling establishments will soon be free to enter this game. Just like with casino games, the costs are expected to be high – a certificate costs $10 million, and the tax rate is 36% on overall revenue.

None of the eligible casinos have applied for a sports betting certificate so far, but some of them will undoubtedly try to secure a slice of that pie. Since the barrier to entry is very high, we don’t expect any second-league brands. Local casinos will undoubtedly go for the most popular and easily recognizable brands, such as William Hill, Bet365, Winamax, or even BetStars.

    Pennsylvania Daily Fantasy Sports Laws

According to the new Pennsylvania iGaming bill, DFS contests are supervised by the Pennsylvania Gaming Control Board, but the rules are slightly different than for other forms of internet gambling. Operators aren’t required to have a local partner, a five-year license costs $50,000, and the tax on gross revenue is 15%. Both DraftKings and FanDuel have already been approved, and the list of companies that are currently going through the licensing process is as follows:

    • Boom Fantasy
    • Draft
    • Fantasy Football Players Championship
    • FantasyDraft
    • FastPick
    • Sports Hub

Finally, PGCB’s executive director, Kevin O’Toole, has announced that Pennsylvanians who already participate in DFC contests with any of the licensed companies won’t need to re-register with their sites and will experience no difference in gameplay.

    Pennsylvania Lotteries

After the recent iGaming bill was passed, the Lottery launched a new website called PA iLottery, which gives Pennsylvanians access to 25 casino-style games. Most of them are very similar to slots in terms of gameplay and style, and their continued availability depends on the outcome of the lawsuit filed by the local casinos.

    Pennsylvania Online Casino License Information

When starting an Online Casino Business in Pennsylvania, the first important thing to think about is company registration and acquisition of a license. Pennsylvania Gaming License gives many excellent opportunities to each licensee and makes their business profitable. Licensure is the cornerstone of the regulatory system. They are required of casino owners and sports betting operators, casino employees, and companies that do business with casinos in order to ensure that those involved with this industry meet the statutory requirements of good character, honesty, and integrity and to keep the Pennsylvania online gambling industry free from organized crime.

P.A legalized online gambling through the Expanded Gaming Act in 2017. Pennsylvania citizens or visitors have access to online slot machines, online poker, and online banked table games. The Pennsylvania Gaming Control Board has the authority to issue licenses and regulate license holders.

    Licensing, Fees, and Taxes

The state authorized up to 39 licenses for online gaming to be split evenly between online slot machines, online poker, and online banked table games. In the first round of licensing, current land-based slot machine license holders had 90 days to petition for a license to offer all three types of online games for $10 million.
Between 90 and 120 days after the Pennsylvania Gaming Control Board opened the application, license holders could seek individual gaming licenses for $4 million per category of license (that is, poker, casino, or other table games). After 120 days, any qualified gaming operator could petition for the remaining licenses at a cost of $4 million per category of license. Online gaming operators that are partnered with the license holder must also be licensed at a cost of $1 million.
Nine casinos filed applications by the deadline of 16 July 2018 (Parx, Mount Airy, Hollywood, Rivers, SugarHouse, Sands, Valley Forge, Harrah's and Stadium). This period was followed by a 30-day period in which Pennsylvania casinos could purchase individual certificates à la carte for $4 million each.
Pennsylvania has a low corporate income tax of only 36%, has no tax on bets, no sales tax and no VAT. It has political stability, first-class tele-communications agencies and a long-standing financial services industry. In addition, it maintains an attractive environment for international online gaming companies, with a Gaming License recognized by many countries all over the world, and this will make one's establishment a potential goldmine.

    Online Regulation Analysis

Pennsylvania Gaming Control Board (the Board) has regulatory oversight of interactive gaming in the Commonwealth, including licensing, testing devices, rulemaking, and other related duties.
An interactive gaming certificate is required to conduct interactive gaming. The Board is permitted to issue a total of 39 interactive gaming certificates, including 13 certificates for peer-to-peer poker games, 13 certificates for non-peer-to-peer simulated slot machines, and 13 certificates for non-peer-to-peer simulated banked table games. The slot machine licensees licensed at the time of the enactment of Pennsylvania’s law authorizing interactive gaming (the Act), were given 120 days to apply for certificates before the application was opened to other applicants.
After this initial period was reserved for slot machine licensees, the application period was opened to qualified gaming entities (QGE). A QGE is “a gaming entity licensed in any jurisdiction which has satisfied the requirements of this chapter and any other criteria established by the board, including financial and character suitability requirements.”

    Pennsylvania Online Casino Partnerships

All online gambling sites in PA must have established a partnership with a land-based casino in the state. The following is a list of those partnerships. The benefit of knowing this may be when, or if, you would like to provide cash at the casino cage for a deposit or withdrawal. In this case, you would likely need to go to the partnered land casino for the transaction.

    Pennsylvania Online Casino Tax Information

Pennsylvania Online Casinos are becoming one of the more lucrative developing gambling markets in the U.S. with legal sports betting, online gambling, and even more available to customers. Bettors now have more opportunities to cash winning tickets and earn profits at the state’s sportsbooks and gaming as well as poker tables.

Once the excitement of collecting your winnings passes, one has to handle their taxes. Yes, gambling income, which includes winnings from slots, table games, sports betting, lottery games, horse racing, jackpots, and the like, is considered taxable income. As such, you are required to report them on your tax return. The car, boat, Ducati, and other non-cash prizes also need to be reported.

    What are the tax rates?

Tax rates depend on your annual income and tax bracket. Gambling income is subject to state and federal taxes but not FICA taxes, and the rate will depend on your total taxable income (not just wages) minus deductions (standard or itemized).

Gambling winnings are subject to a 24% withholding for federal tax, though the actual amount you owe on your gambling win will depend on your total income. That tax is automatically withheld on winnings that reach a specific threshold.

Tax calculator assumes a standard deduction of $12,400 (single)/$24,800 (married) and does not include any municipal/local taxes. PA has the lowest rate of all states with a flat tax.

The state tax rate in Pennsylvania is 3.07%, which is the rate your gambling winnings are taxed. These are broken up differently starting with your Marginal tax rate which is the bracket your income falls into. Then you have your Effective tax rate which is the actual percentage you pay after standard deductions, etc., and operate on a sliding scale depending on filing status and total taxable income. The rules state that when gambling, a person's winnings are to be combined with their annual income; which could move them into a higher tax bracket, hence why it’s important to be aware of gambling income before starting tax preparation. Casinos withhold 25% of winnings for those who provide a Social Security number. If you do not provide your Social Security number, the payer may withhold 28%.

    How to pay taxes?

The first step is to understand that all gambling winnings are completely taxable and the income must be reported on your tax return. Gambling income includes but isn't limited to winnings from lotteries, raffles, horse races, and casinos. It also includes cash winnings and the fair market value of prizes, such as cars and trips. Depending on the amount of winnings, bettors may receive a W-2G form , which is sent by the payor (casino, pari-mutuel operator, sportsbook, online casino, online sportsbook, etc). The form reveals the amount of winnings and if any tax was withheld. A copy of that W-2G is sent to the Internal Revenue Service. You must report all gambling winnings as "Other Income" on Form 1040 or Form 1040-SR, including winnings that aren't reported on a W-2G. When you have gambling winnings, you may also be required to pay an estimated tax on that additional income.

If your winnings were non-cash prizes, such as an automobile or vacation trip, the IRS instructs you to report the fair market value of each prize. Non-residents with winnings at Michigan casinos or racetracks are still subject to Michigan state tax.

Who do the taxes get paid to?

The payor of gambling winnings is required to file Forms W2-G with the IRS by the last day of February of the year following the year of prize award. Form 1096, "Annual Summary, and Transmittal of U.S. Information Return," is used to transmit the Forms W2-G to the IRS. Forms are only filed with the Michigan Department of Treasury when withholding is required.

    Reporting the Federal Tax

Form 945, "Annual Return of Withheld Federal Income Tax," is used to report and pay the monies withheld to the IRS. Form 945 is an annual return and is due January 31 of the year following the year in which the taxes are withheld. Be sure to mark the Form 945 checkbox on Form 8109, Federal Tax Deposit coupon.

The federal employer identification number (FEIN or EIN) of the organization conducting the raffle is required to be listed on the Forms W2-G, 1096, and 945. If you have not secured an EIN, you may apply for one on the Form SS-4, "Application for Employer Identification Number," available from the IRS.

    How do they get used?

You may deduct gambling losses only if you itemize your deductions on (Form 1040) and keep a record of your winnings and losses. The amount of losses you deduct can't be more than the amount of gambling income you reported on your return. Claim your gambling losses up to the amount of winnings, as "Other Itemized Deductions."

So if you had $4,000 in winnings and $10,000 in losses last year, your deduction would be limited to $4,000. The remaining $6,000 cannot be carried over.

The IRS may request that you substantiate gambling wins and losses.

    Your documentation may include:

    • Form(s) W-2G.
    • Form 5754 (group gambling winnings)
    • Wagering tickets with dates, locations, and amounts won/lost. Also provide names of anyone who gambled with you, if applicable.
    • Canceled checks or credit records.
    • Financial and bank statements.

Sports betting winnings are taxable income.

    The IRS states:

“Gambling winnings are fully taxable and you must report the income on your tax return. Gambling income includes but isn’t limited to winnings from lotteries, raffles, horse races, and casinos. It includes cash winnings and the fair market value of prizes, such as cars and trips.”

Even though sports betting isn’t specifically listed, it falls under the umbrella of “gambling winnings.”Wherever your sports betting win occurred – at the OTB, the casino, on a sports betting app – the payor should send Form W-2G.

Sports betting losses might also be used as deductions if you itemize your deductions and keep a detailed record of wins and losses.

Based on your tax bracket, sports bettors in Pennsylvania could owe up to 35% of winnings to the federal government in addition to the 3.07% Pennsylvania taxes net gambling winnings.
